Thanks to the recent event, I gotten to see an awesome side to Kanna, and without spoiling anything, what she did made my heart pitter-pat out of sync. Sadly I never pulled her even though her rate-up banner was active.. $48 went bye-bye.

Rate up just means that if you pull a 3 star you have twice the chance of pulling the character in question compared to any other 3 stars, it is still a fraction of a percent and the odds of pulling a different one are much higher.
Not to mention the fact that the chance of pulling a 3 star is still only about 3.5%.
And most importantly, the 2 star or higher guarantee on the final pull of a 10 pull is a scam too, rather than proportionally increasing your odds of drawing any 2 star or higher character it just dumps the pull rate of 1 stars onto 2 stars, you still have only a 3.5% chance.
In conclusion, rate up is indeed a lie.
