I believe this is a Russian National Guard uniform or its the one that the RGF uses in MW19
The name is gorka, it is used from soviet-afghan war till this day by Russian army(Ukraine and belarus too), i believe it's not exactly a standard issue uniform, but MVD operatives are the major user of gorka style uniform.
