I think the underlying reasoning behind the Shanghai > Hourai popularity is because of the total number of dolls per spellcard.

It'd be even more justified if this is what Shanghai actually looked like, though.

They are dolls that cannot think or move by themselves, they have no intellgence whatsoever, and beauty wise they are supposed to be the same.
