No, there is an abnormal amount of distance from her foot to her shoulders, and look how long her arm would have to be for her to hold the Umbrella in that position. Rukia is a short character, and since I'm pretty certain that this an official illustration by Kubo Tite, I highly doubt he would make an error like that, or even deliberately draw her that way. So based on the massiveness and odd shape to her datejime, I'm gonna guess that someone's hiding under there, lol. It'd help if I knew the reference.

Kubo Tite didn't 'draw' this, it's by the animation studio. Which, by the way, has always sucked with official images.
