personally i think... that angel's powers are just aviable for the student council president. So i think that angel is a normal student now, and this creepy eyed guy's the new "Angel".

It doesn't work that way. Remember, the SSS are just "ordinary" students and still have the ability to manufacture guns literally out of dirt. Kanade used the same ability to develop her angel powers and gradually invent new ones. I think the student council president position just gives you the responsibility for keeping order.
