no she's from Makai, the demon world. means somewhat the same thing as Hell, but it is separate and distinct from Hell itself, Jigoku. think of it more of like the Abyss as defined in D&D.

or alternatively, since Shinki is quoted as having created everything in Makai (and Makai itself), you could think of it as a private plane
