    Wrong. Fridge Brilliance when you realize that when pronounced in German, Dr. Weil = Dr. Vile. Since we already had a character named Vile (who was Vava in japan), they had to do something to keep from confusing the characters. Thus, a name that's pronounced exactly the same, but spelled in the way another country would spell it, works really well for that purpose.

    Something about it sounding too close to "Boba" as in Boba Fett of the Star Wars series, and the fact that they look alike doesn't help.

    Yet strangely in Mega Man Xtreme (the first Mega Man X game for the Game Boy Color), he is called VAVA in the English translation.
