I think it's the "Meiling effect". Mijumaru got so much flak for his design people started to feel sorry for him.

I know thats how I started to realize he's cute.

I have to admin I was one of these people who found Mijumaru very ungly for a starter Pokemon. But now I find it cute in its own way. Espcecially on this artwork.

Honestly, I never found him ugly. Fuck the haters.

For me it was 'why is he so sad? I want to take him home and make him happy. :<'

well nevertheless it's the evolved form that counts.
And yes he does look cute on this one, but the other two look still more pleasant to my eyes.
