It comes from seemingly nowhere out of the ocean to inflict it's unintelligible mass of garbled horror upon your character's mind, breaking it in the process of trying to understand what he's seeing. This is shown, as the glitch has side effects after seeing it, like the mangled up hall of fame and somehow believing he has infinite copies of some item in his bag. Furthermore, when you meet him in the later versions, Gold and Silver, the poor guy's been rendered so insane that he can no longer speak, and has become a recluse in a cave.

missingno replaces the save file with gibberish when you encounter it. The hall of fame isn't kept in the RAM, so when you save normally afterward the hall of fame stays mangled.

Or that's the theory anyway.

This is because Kangaskhan was originally part of a four evolution cycle. First was missingno., who was in fact the baby in the Kangaskan's pouch, who then evolved into cubone when the mother decomposed and left only bones and the baby used the skull as a helmet and leg bone as a weapon so it would continue to be with its mommy, then it evolved into marrowack and then to Kangaskhan. This idea was discarded and the developers didn't have any time to remove the first form pokemon so they stripped all data off of it and hid it within the game so only a glitch would make it come out of hiding, which was thought that no one would discover.

... i do wonder why it can't get captured?, i mean... glitch or not, he's very much a pokemon afterall...
