I'm not so sure about that, it almost looks like Pogabu is ENJOYING whatever Smugleaf is doing (note experssion, and what looks like hearts). Either Pogabu likes beings spanked. Or I (will point out) is pogabu is roughly anatomically simliar to a real pig, his naughty bits are in the rear, about where Smugleaf is sitting.
