Lugia is feathered, at the least.

Well the pic isn't supposed to be 110% correct. Ho-oh's & Lugia's legs being glaring flaws. Not to mention Lugia has arms & hands for wings.

Lugia has been described IN-GAME as a "Dragon-bird." It also has feathers (the "Silver Wing" item.) This was so that it could parallel Ho-oh in the games first came out.
To be fair, it IS based off of a Shinto dragon-god.
So, yeah.

Zapdos just looks fucking pissed.
