    It depends which rank Starlight breaker has. If it is above A, it could work against Saber´s rank A magic resistence.

    However, as shown in the supplement mangas, in Strikers and now in Forces, Mid-childian magicans have several tactics against such an ability:

    1. If you can´t hit it with your magic, hit it by throwing rocks on it. (Supplement manga)

    2. Cover the bullet with a magic shield, which get dissolved first. (Strikers)
    (But I don´t know if this would work against Saber)

    3. And if nothing helps, there is still this:

    This canon works by converting magic energy in kinectic energy, making anti-magic shields or ability useless.

    The only question is... Can defeat Starlight Breaker Excalibur?

    That depends on the level of Starlight Breaker.... given this appears to be A's Nanoha, just friends for life. If it were original Nanoha it would be life partner, and if it were StrikerS it would be adopted daughter. The real question is why did Nanoha from A's get sent over when Archer ended up in the original series?
