I thought it was Celine from Fire Emblem. There's a lot of art of her in a suit with her hair tied up like that.
Maybe, maybe not. Either way, a proper ID by either OP or someone more knowledgeable is strongly needed (which is why I put up the character request tag in the first place, among other "request" metatags).
