Wait, why would a bomb even have a cockpit?

"Guidance module". Cheap and technically simple.
They really existed... in short, perfected suicide planes. Extremely fast, nearly impossible to hit with any kind of WWII anti-air weaponry. The only reason they weren't really effective was the fact they were deployed *after* the US gained air superiority, and the bombers that carried and deployed them were almost always destroyed before they could reach the effective range of Ohka.

Oh, and the US troops give them a nicknme, "Baka".
    Easy pun here.

If they get better, prepare to be bombarded with ⑨ en masse.

    Needs more bakka!

...on that note, if it doesn't have any guns or cannons, and just explodes on its target, why does it need a targeting reticule?

Because even in a rocket-propelled gliding bomb you couldn't fly straight at the target and expect to hit it. You still needed to pick an aim point, so that your target didn't simply sail out from underneath you. A number of kamikazes missed because they forgot that fact.

http://www.lonesentry.com/blog/baka-flying-warhead.html has a Navy report on the craft. Quote:

"... until the target is sighted, whereupon the nose is lowered, a bead is drawn on the target by means of single ring and bead sights located forward of the pilot canopy, and the super-Kamikaze death plunge is on its way."

Because nothing beats a human touch

And lets apply premium brand logic.
If hand made watch and cars are better than machine crafted, surely human piloted missile (not remote controlled) should be better too.

Why, yes. The only problem would be getting enough warm bodies into the human-piloted missiles.

Wire-guided missiles sorta count, but their combat range is abysmal compared to radar-guided missiles.
