I've wondered about that for a long time. My best guess is that, since the "rock" is, in fact,a lump of cement, Utsuo chips it off when she takes her shoes off, then makes a new one when she puts them on again. In fact, I imagine that if you looked in Utsuo's shoe alcove in her home you'd find a mini-maul(a hand sized sledge hammer)a cold chisel, a bag of quick drying cement and a non-stick bucket big enough to accomodate one foot. This why, while it is not tecnically accurate, I actually think the "legwarmer" version makes a lot more sense (from a sheerly physical point of view) as well as allowing for her to actually walk without limping (if you look closely a, lot of the "rocks" as drawn don't have particualry flat bottoms and even if it did, a cememt lump that big must weigh 40-50 lbs.)

It's becuse she's supposed to be the embodiment of radiation; the cemement is supposed to be analgous to the cement shell that was put around the reactor at Chernobyl (at least that's what I have read)
It's obvious that the cement isn't attached to her foot, but rather to her clothing. In other words, each and every piece of foot-related clothing she has is left or right foot specific.
That is true, but it still doesn't answer how Utsuo get's her foot in and out of the cement/sock combination. Cement doesn't have that necessary flexibility to allow one to wiggle one's foot out of it, whether there's a sock in between or no. The ONLY way I can think of would be if the cement block is in fact hollow inside, and there's enough room in the bubble for Utsuo to point her foot to pull it out (maybe that's why the blob is so wide all the way up).

Since when were you under the impression that Touhou was bound by the laws of physics?
