Pd: How is this considered "Off-topic"? I saw the flags and someone says it, i don't know if is because the artstyle or something since Cartoons are allowed.

The upload rules state:

Danbooru is primarily for anime-style or anime-related artwork.

In general, western cartoons are considered "off topic" on Danbooru unless they have an anime-like style or parody/reference an anime-like show or game. This does neither.

Panty and Stocking doesn't count because it *is* an anime itself, even if it has an atypical art style. Teen Titans Go is generally going to be borderline at best (the original Teen Titans has a generally anime-like art style though, so it may get in for that reason). Consider "The Simpsons" though which is pretty unambiguously a western animation style (more like this post). For a Simpsons post to be approved it's almost always going to need to be an adapted anime-like style, or a crossover, parody, or reference to something that is otherwise approved.

But in any case, you can't just point to examples like this and say "A got in so B must as well". The line is intentionally fuzzy and up to interpretation by those with approval and unrestricted uploading privileges. If any one person in those groups thinks something is close enough and they like it, it can get in provided no one else challenges it. This post currently has twelve approvers saying they don't think it fits, and no one who has said they think it does.

It's there to indicate a post is drawn in a western style. Just because there is a tag though, doesn't mean something is automatically acceptable though, bad anatomy and off-topic are also tags.

For posts with that tag that are acceptable, they are generally style parodies of anime (like post #5177831). It's acceptable because the target subject is an anime itself.
