It is. Some people may known it as Unstoppable Orga after a popular version with Orga Itsuka edited with Astroganger's proportion to the tune of "Rage of Dust" by SPYAIR.
Ah, that's right, it's an Astroganger meme. I probably saw Tsubasa and company drawn in the "running Ganger" style years ago and just conflated the ideas from there.
