    元々タイトルは『東方旺牙祭』にしようと思ったけど、肝心の祭りがあんま描かれないと思って廃案ｗ

    Well, not always. Googling for "たくはないかな" returns a lot of sentences that really are negative.
    I'm not too sure either way here, though, so OK.

    Yeah, I had doubts about that at first glance, too. After further investigation, I think the contrastive は is acting here to change what would normally be a rhetorical negative into an actual negative. Besides, not wanting to go at first makes better sense than the alternative in light of her next line. Changing the note.
