I'd say, despite powerlevels, the one thing that may make this happens is Nanoha's attitude. She certainly doesn't mind blasting off people at her full power. In fact, the more poweful she blasts someone off, the more feelings she had for them... or will have... Madoka, be prepared to get nuked.

I recomend you to watch StrikerS again, especially after ep 16, where section 6 was destroyed, and nanoha's daughter was kidnapped while there wehre no "emo" level of angst, there was a lot of angst near those ep, but nanoha simply continued to work hard.

I was guessing thoma for the end of Force, along with one or more girls of the main core as what happened to signum + the fact that they're about to use mass based weapons (as nanoha new cannon) means that shit got serious.
Well, Nanoha never use meaningless violence, when she figting someone with excessive firepower or annihilating whole areas or spaming bullets until opponent loosing consciousness from pain - it's always for their own good.
