Seibzehn was supposed to get an upgrade? As in the already godly Seibzehn gets actual godly power? It was like, so strong that it was my immediate choice for the final battle after Xenogears itself and it was the only unit that wasn't an Omni-Gear! I can't even imagine how powerful its upgrade would be like....

Well if you mean story wise then Seibzehn was even more sluggish and "umph!" version of Stier. Gameplay wise I guess it would work out the same way as the time Rico/Stier joined the team and was giving the same impression you have about Maria/Seibzehn, needless to say with advancement of story other gears caught up to Stier so it isnt hard to figure out that if you would switch place for Maria and Rico in the story you would get the same impression.
