I'm pretty sure the Nanoha cast can very easily use lethal magic. They just don't want to.

Actually, yes. Magic is still lethal in Nanoha's world. Nanoha and mages on her world are taught restraint to prevent deaths.
In Strikers, the sniper mage's magic missed his target and blinded the eye of the hostage he was rescuing. In A's, didn't Nanoha fatally wound the book of darkness?

Nanoha in particular is very good at magic control. That's why her spells don't seem to kill living objects.

Kyubee is only confident in what he knows. Not what others know. That's why he'll be surprised when Nanoha lets loose all restraints and EXTERMINATES with ease.
