    政治将校(コミッサー)。冷酷にして勇猛なる人物。政治将校が抱く皇帝への忠誠が揺らぐことなどなく、彼らの崇高なる軍人精神は、同情や慈悲といったあらゆる人問的感情に優先する。野戦において、政治将校は.悲観主義や敗北主義におちいった将兵を(階級の区別なく)独自の判断で銃殺できる権限を持つ。それゆえに政治将校は.敵はもちろん,同じ帝国防衛軍内部においてすら.恐怖の.時には憎悪の対象になるのだ。

    This looks like Ciaphas Cain as portrayed in all the Ciaphas Cain novel.

    The actual Ciaphas Cain doesn't look anything like him though.

    But...but the posters ahd them wielding big pistols thicker than a man's leg! Don't tell me the posters that got me to sign up for the Imperial Guard were all lies!

    The pistol is just for distracting enemies from the chainsword.

    I think its an autopistol whose design resembles a bolt (pistol?) for good luck some other superstition. Still, that means this commissar REALLY got the short end of the stick: the commissars who can't afford to start out with a bolt-weapon usually get a las-pistol instead. At least he still got his chainsword.

    The eye reminds me of the commissar who scares the orks themselves.

    Has a giant metal claw hand he tore from a ork to boot

    The artist could've be influence with the Ciaphas Cain potrays (Despite never being mentioned of using a boltpistol in his life, the artist tends to draw him using it as the book cover. There was even once where he was draw dual wielding them.)

    Unlikely , the commissar here has a scarlet stash around his waist, meaning he's already graduated.

    ...in fact after seeing this picture again rises up another question. Where's the activation switch for the chain sword?

    depends on the make of the sword, might be a slightly raised trigger under the wrapping on the hilt, or the whole thing is pressure sensitive
