Girls loving (any number of) other girls romantically or sexually. This includes kissing, groping, and any kind of sexual or romantic act. Basically, there needs to be something in the picture that makes it clear that the girls are more than just friends, otherwise it is not yuri.
Just tagging things properly. Sitting in the same shot doesn't fit the above criteria, after all. Nothing indicating they're marrying each other. Like most magazine art, the purpose is to let otakus imagine themselves marrying the girls.

So how is it so clear that they are lovers/whatever in this picture? It's simply two girls in a wedding dress blushing, they arent even looking at each other. There is nothing in here that says the two are "more than friends"
I'm pretty sure this pic was deliberately designed to appeal to the yuri fans and I'm sure many people searching for yuri would like to see it. That being side from a strictly technical perspective it does not meet the requirements for a yuri tag unless there's something in the text that I'm missing.
I would really love to see this entire discussion get completely purged. It's super annoying and makes it difficult to get discussions on other aspects of the picture going.
