Having just rewatched the first Macross Plus OVA, I'm certain that is the YF-19. Furthermore, I'm fairly certain that is the testing ground used during the major testing phase during the competition between it and the YF-21.
Given those facts, the guy in the cockpit is probably Isamu Dyson, but given the lack of truly defining features, I'll pass on tagging him.
