I don't know if I'd call it an assumption so much as a guess. Toeto is a Luka alternate persona, and the conversation depicted above seems to imply that they live together.

I remember somebody mentioning that they hoped Toeto would be Luka's daughter for an interesting story arc in hopes of introducing Gakupo. As far as we know that might be a possibility. And personally, I'd rather Toeto be Luka's daughter as opposed to her little sister.
