I think the 噴 is there to represent a sound one them's making (since it's pronounced "fun").

(The reason, of course, being that they're Chinese, and in Chinese, even sound effects and meaningless noises are put in Kanji/Hanzi.)

And 乙 is internet slang roughly meaning "[You] must be tired, thanks."

I knew that part, and the 新人 part as well, but いびり confuses me.

...and five seconds in my dictionary would have confirmed that for me. Wow, I feel dumb.

My only excuse is that I'm very, very used to いじる being used for that, rather than いびる.
