Aya did prove useful for sanae, her using Aya to track where Flandre was. aside from that, and the mokou and kaguya fight, she has pretty much stayed out of things though but since she's a ref, that is her job.

Well she's meant to stay out of the way until things get out of hand and then break it up.
So at the least you can say she's staying out of the way extremely well.

Yuuka drug Momiji out for a drink after Cirno left, and when they came back, Momiji was completely drunk.

well, if she made Momiji drink enough to get a Tengu drunk... they must have taken Suika's gourd!

Hmm, I still can't remember of any moment when she sounded drunk at all, though. At most just a bit excited, but nothing beyond of what she had done in the past with the exception of the first time Yuuka sat along with them.
