What is pretty interesting with this pairing, other than something new, is that this need a proper scheme. I don't know if I am comprehensible but with this star on the hat for commun detail, people will search many way to make two character who aren't usually together to be together.
It is pretty the same idea that Reisen/Youmu, there are no real reasons for these two to be together, fan just choose to make them together, create a story and we enjoy it.
... Well, I just want to say that I like the fact that any type of couple exist, lesbian, hetero, gay, anybody with anybody if the author want it and create a context for it.

I vote Meiling overheard Flan or Remillia complaining about the only other Vampire in Gensokyo never visiting (Kurumi), and tried to create a "Vampire," the only way she knew how.
The only question would be how this ties into Miyako's role in Ten Desires.

For those two, it's because they're both servants to the head of the house/final boss. They both, despite their job description, uses weapons. (Ok, Reisin doesnt ACTUALLY use a 'weapon', but she fires bullet-shaped (and missile-acting) danmaku from her with her hands shaped as a gun.)

Between the star, the Chinese style blouse and the fact she is a jaing_shi, it is safe to call her "Chinese".
I suspect the naming was to avoid the Chinese -> Japanese reading issues that Meiling's name caused.

My theory is that Miyako was a normal Japanese girl that was turned into a Chinese Hopping Vampire by an angry Chinese Shaman many generations ago.

I always thought it was pretty clear that something started because they were both from stage 5. Stage 5 bosses all tend to be "loyal servants" (see also Sanae, Sakuya, Shou)
Character-wise, they are also typically portrayed as serious, hardworking, and in fandom, perpetually taken advantage of, either by Tewi/Eirin/Kaguya or Yuyuko. Additionally, their corresponding stage 6 bosses have been practically Flanderized by the fandom into utter degenerate buffoonery, making Reisen and Youmu perpetual tsukkomi to the antics of their cohorts. (And in the case of Reisen, last sane rabbit in an insane world.)
Aesthetically, they both also have character designs with more contemporary and modern design and fewer fantastic/historic elements. A woman could theoretically wear clothes like Reisen's or Youmu's (omitting the swords, of course) without drawing too much attention. This means depictions of the pairing often look almost naturally slice of life.

Youmu is one of the few girls who are free from the taint of the living, just like Lunarians on the moon. Reisen still has the same attitude even now on earth, so it's only natural she would be interested in Youmu.
