I notice that in the earlier strips, Kyubey had originally planned on just 60 circles, but the applications had inflated to around 600. Apparently, Kyubey didn't bother to do much in the way of winnowing. I'm guessing that NECESSITATED the dual-hall triple-replacement. (But...was the organizer represented by Kyubey letting far more than the original 60 in out of greed for licensing, or was he/she not strong-willed enough to even consider turning down most of the applications, for fear of causing offense?)

Considering this is based upon real-life, I'm sure that Kyuubee here actually represents someone who was just an incompetent organizer. He/she didn't expect the number of circles that would join the convention, and didn't have the skills or planning to properly organize such a large convention, leading to chaos.
It's just that, with the theme of the convention being what it is, making the whole thing seem like an insidious master plan would be funnier/more fitting.
After all, the person organizing the whole thing wouldn't actually profit from having most of the circles participating turn a net loss from associating with them on purpose. It would just make it harder to get circles to sign up next time.

Based on post #912342, Kyubey arranged this con in January. While it's easy to expect PMMM would be somehow popular, nobody actually knew it would be that popular.
