I'm pretty sure they're supposed to be Togawa Sakiko and Misumi Uika cosplaying as Remilia and Flandre Scarlet, unless the artist changed their eye color/accessories/hairstyle to mess around with tagging and just make them look-alike. So... Schrödinger's cosplay?
