I'm not entirely sure if 1girl while putting Umiri in tags is the correct choice in this case because I can point at her presence from the arm and the artist commentary but she's not a focal point of the picture, so correct me if I'm wrong.

In this case you would still use 2girls. If it wasn't clear who it actually was, you might use 1girl + 1other, but you can use context clues to deduce who the character is. In this case the jacket and commentary more than definitely confirm it, but even without that it would be a reasonable assumption that it's Umiri (unless it's Uika, I guess).
