I don't know enough about water damage to guess what happened.

My guess is that even after the salt water evaporated, enough salt was left behind to carry a charge and cause a short, resulting in a bright flash of light as every sensitive component in the device burns out from too much power being put through it.

(Fun fact: even "fresh water" has salts (i.e. ionic compounds) dissolved in it, and those are what's responsible for its ability to conduct electricity. Distilled water has such a low conductivity that simple electrical devices would run even while immersed in the stuff.)

He should have put it in dry rice after removing the battery (without washing it). That would have drawn the moisture out of it and reduced damage.

The big problem was the salt, not the water itself.

Camcorders can be replaced, but not the recorded footage in the tape.

There's still a tape inside, so please work...
    Status: all lamps activated.
The circuit board is pretty much wiped with salt.
    Wash!!
    Dry!!
    One week later.
    Shadow Of Its Former Self
Whoah!! It's too dazzling!! "Musashi -Gan-Dou (Gandoh)-" reference.
In the end, it became like this.
But the tape is safely retrieved...
