The pixiv post tags Bourbon's VA Hasegawa Ikumi, but I don't know which of her other roles is referenced here.
That tag doesn't appear to be added by the artist. You can tell since it isn't locked. The artist doesn't mention any connection on the Twitter post either (twitter #1926993848988729481). Neither are there any comments/replies from any user commenting on any external connection.
Looking through Hasegawa Ikumi's speaking rules (https://anidb.net/creator/53526), one thing that did kind of resonate was Heith Velvet due to the flame aspect, but in those instances she never has a smirk like that or glowing eyes either.
So for myself, there doesn't seem to be an actual connection, and perhaps it's just a mistag on Pixiv?
