Kasen is included because it's speculated she's Ibaraki Douji.
Konngara thrown into the mix by fans because she's the only one with horn left after Suika and Yuugi for the time being.

She's the wild horned hermit. And the horns are only Implied.

My headcanon for Kasen is that those buns are actually hiding her nubby horns.

As far as this 4koma is concerned, Konngara and Kasen are the other two devas.

Never been. Kasen is a Hermit, she may or may not be an oni based on her Desc.
Being an oni doesnt make you a Deva. So its even further from that.

The other one on this 4komas is a Spirit from hell with a horn. Not far from an oni indeed, but not an Oni. It has a name wich i forgot.

So basically its a "lets pretend those 2 are the other devas"

According to the Touhou wiki, Konngara is a Yaksha, which appears to be some sort of guardian spirit.

Kassan's real last name is hinted to be Ibaraki, which is the name of one of Shuten-doji's Oni strongmen, whom are also the basis of the Four Deva of Yokai mountain.

Sukia Ibuki - Shuten-Doji/Ibuki-Doji.
Yuugi Hoshugumi - Hoshiguma Doji
Kassan Ibara/Ibaraki - Ibaraki-Doji
The fourth, if any are made is unknown right now.

It isn't hinted to be Ibaraki. It's been confirmed as Ibaraki via the Ichijinsha (the publishing company for the magazine that WaHH runs on) site profiles, which lists her name as [Ibaraki Kasen (Pseudonym: Ibara Kasen)]. I actually don't know why she's still only referred to as Ibara, except in maybe hiding spoilers for the character. Zun pulled the same thing with Kaku Seiga and Seiga Nyan Nyan.

I was expected Rumia come out and 'Eat' Kasen for stealing her Quote...but maybe its just me.

It is just you. She didn't say /exactly/ what Rumia says, it just translates to the same thing in English.
