Awah? the coloring is great, the proportion is good, there aren't any unfinished/dirty lines....there is no way this is "mediocre". I would actually be in favor of flagging this if it was just a black/white picture maybe....
Wait a minute, mediocre art? This? If this is flagged for being mediocre, I'd reckon some good quarter of all images uploaded on Danbooru are below mediocre. Clean coloring, can't see bad proportions, maybe the face is slightly off but I don't really see a problem with the quality of this post. Of course, I do agree with Rantuyetmai's concern that the overall Danbooru quality might be dropping. Just that this does not really seem to be one of them in my opinion.

IMO I think alot of the "sub-par" art that gets in that would be considered below the threshold of "quality art" here tend to be stuff that gets lumped as Comics. I find that comics tend to get a "Get out of jail" free card. Although I guess it depends on how you look at things.
pool #1368 pool #675 for example. Especially Mamange. Now minami_(artist) and koyama_shigeru diffenetly has shown us they can draw high quality art when they want too though. Again, depends on how you look at things. Also not saying that Simple art is bad art.
