Maybe it's because they actually behave much like said touhous so he drew them as such..

On that note, I wonder who Remilia and Flandre are supposed to be? Siblings who are friends of the author?

I was thinking the Scarlet sisters were siblings of Hitoshi as well.

I'm pretty sure that the Scarlet siblings are supposed to be Hitoshi's friends. Remi did ask Hitoshi if he was from Kochi a few strips back.
