No. Gandalf is one of Maiar, so he existed before the world was made by the god.

Is that right? I thought he was made at the time the whatchamacall'ems sent them to middle earth along with the other wizards after the defeat of Sauron's master.
And I thought only Illuvitar(Is that the right name? Is it even the right guy? I'm talking about chief god who barely did much of anything besides making the whatchamacall'ems who did all the work. I need to pick up the Silmarillion again.) was around in the universe before making his children (the whatchamacall'ems) that made music while Sauron's eventual master made discord instead (at which point Illuvitar(?) harmonized the music ruining Sauron's master's fun and being one of the only things I remember him doing). Who in turn made the universe as the people of middle-Earth knew it.
Basically: 1) Eru Iluvatar makes the Ainur and the Maiar. 2) Iluvatar and the Ainur sing the Ainulindale and make Arda. Melkor ruins the song and all the bad shit starts happening. 3) The Ainur and Maiar enter Arda, including Melkor. The greatest of them Melkor excluded (seven male; Manwe, Ulmo, Aule, Orome, Mandos, Lorien, Tulkas, and seven female; Varda, Yavanna, Nienna, Este, Vaire, Vana and Nessa) become the Valar. Gandalf, or Olorin, is a Maia in service to the Valar Manwe.
As for his age, doing some math and working with the timelines I've found online, i'd put it at 300.000 years when Frodo receives the Ring.
I see. I never quite understood when the wizards were born/made so I assumed it was shortly before the Valar sent them to guide the people of Middle-Earth. Thanks for clearing that up.

I don't know. The way his drawings are as of now are charming enough. I hope it won't change that drastically.
Considering that Yukari is both very old and very powerful in the Touhouverse, having her as Gandalf isn't really a bad comparison.
