If you meant the post, raceswaps are allowed. Just put alternate_skin_color -colored_skin (and maybe include dark_skin on the same line if you really want to) in your blacklist.

If you meant the comment, then yeah, the meme does seem pretty racist, but I don't know if it breaks the commenting rules since the commenter didn't explicitly endorse it.
