Accuracy is most important when tagging above all else. Just because she has a billhook and there's a minor Higurashi reference does not mean that it is yandere.

None of the typical yandere signs are present (empty eyes, creepy stare and/or smile, creepy way of talking, etc.).

Sanae's heavy breathing, anger veins and messy hair are all typical of her getting really pissed off at Kogasa for her remark on Sanae's weight. As others would put it, Kogasa got Sanaelate'd.
