The designs do look a bit off. The one on the bottom and Final Form Frieza look alright, but the middle looks more like a slimmed down King Cold and the King Cold on the right you mentioned does look like a younger version of him.
Frieza's 2nd Form (far right) does resemble King Cold (presumably they do share the same forms) but King Cold has a cloak, black (sometimes dark blue) saiyan armour with large shoulder pads, doesn't have the "worm texture" on his arms and legs, but unlike Frieza has it on his horns, and has a large round blue shape on his head rather than the more angular, purple shape on Frieza's.
I do agree that Frieza's first form (centre) is out of scale; his head is meant to be about the same size as his torso.
