Reimu only won because of the spellcard rules. Shinki lost to both Yuka and Mima already, and she'd lose again. Yuka and Yukari are the two most powerful characters in Gensokyo, Tenshi wouldn't be able to beat Yuka.
Yukari, Flandre, and Yuyuko are the only ones who could beat them. Take out those 3, and Yuka and Mima would probably win. (Assuming this isn't a spellcard fight.)

Comparison charts for Touhou Powerlevels wouldn't be accurate at all, due to how everyone has their own view on how each power works. The only definite thing is that Yukari's got the best power of the series.
Touhou doesn't have a power chart, and it never will do. Because the "abilities" were made by ZUN when being drunk and he absolutely didn't care about "who is stronger". Every powerchart you can find there is fanon, which shouldn't be taken seriously (some of them are quite accurate based on logic, facts, acceptable theories though). And don't use the game to decide, since it's "Danmaku power level" and Reimu/Marisa is always on top.
Remilia cannot be beaten if she doesn't allow it. I've read in a few different places that Remilia didn't consider Reimu a threat in EoSD, and thus Reimu won. As Yuka and Mima are certainly threats, I don't think fate will ignore the battle this time around.

Wouldn't Shinki have the best power? Sure, boundary manipulation is great and all, but being an all-powerful goddess capable of creating entire worlds and beings to inhabit them sounds a lot better.

Akyuu noted in PMiSS that Yukari's power is that of, effectively, logical creation and destruction. Can't one make more worlds by manipulating borders? Gensokyo does owe its existance to one, after all.

That was proven wrong when Raphael was stomped by a swarm of Foot Ninjas, followed by his brothers. They were even lamenting the fact that they didn't have his help.

Ummm, PC-98 games were before the rules I believe and she crushed people pretty badly... aside from those games though, the residents had to let her win cuz without the Hakurei Miko, the Gensokyo Barrier goes bye-bye. In a way, she could never lose without the spellcard rules due to the massive repercussions of doing so...
I understand Yuuka and Mima are VERY strong, Yuuka being one of my favorites, and I used Mima whenever I played a PC-98 game, but really look at the opposition.
Flandre. She could one on one either of them, and likely win. Utsuho. See: NUKE. Remilia, not to be taked lightly nor underestimated. Though not as strong as Flandre, she is not to be taken lightly... Hell, that contains just about every EX boss, final boss, and Yukari, the EX EX (phantasma) boss.
As well as Reimu. (no Marisa though?)

Akyu stated that Yukari would have trouble recreating the Hakurei Border (remember, she didn't make it, she just fortified it. The Dragon God, a bunch of sages and the Hakurei Clan made it, with many of said sages dying in the process). Shinki meanwhile made her entire own dimension filled with sentient and intelligent life without breaking a sweat.

Spellcards weren't invented until Touhou 6. Derp. Also, danmaku is the way of fighting in Gensokyo. Mima isn't that powerful at all, Yuka is though. So they have the least advantage. Also, Twilight spark isn't canon.
When talking about fighting in a place like Gensokyo, what exactly counts as winning? I mean, you could have all the power in the world, but if you can't use it in time it's meaningless.
If it's a fight to the death, then we have a tie between Mokou and Kaguya. If it's the amount of abilities, Yukari probably has that contest. And if the contest is the scariest, it's whoever's in front and gonna kill you.
i dont think its a fair fight...Mokou's an immortal. no fight can be a fair fight for long if she, or Kaguya for that matter, is involved...although it would be one hell of a battle.

Reimu is actually quite broken, even without the spell card system she created (in order to make things fair for the YOUKAI). Reimu has instant "I win" moves that are super effective on ALL youkai. The youkai are actually the underdogs when facing her.
Then there is Shikieiki, who is more broken than Reimu even.
Imperfect Metamorphosis Yuuka says "Hiya". Yuuka and Elly take on Yukari, Remi, Flan, Sakuya, Yuyuko, Youmu, Marisa, Mima, Utsuho, Satori and Rin all at once and win believably (well, considering who/what Yuuka is in the story, it isn't all that surprising...). Really, it all depends on who's on the good side of Alternate Character Interpretation on that day of the week.

Mima is not a ghost. She is a spirit, and Yuyuko can CONTROL spirits, am I wrong?
