Draw - Pull - Swing - Turn Draw the Sword from the Saya while pulling the Saya with your off-hand away from the sword, begin to swing the blade while turning in the direction of your slash. With longer blades, like a Nodachi, held to the side one usually discards the saya towards a safe location where you can retrieve it after the battle. Those blade locks on the saya make the whole process neigh impossible though... well, possible, but redundant. You'd lose two swords. For shorter blades, this would work about as well as any other configuration. Just don't try drawing two blades at once, it wont work.
I'm fairly certain that JakeBob is talking about the scabbards and swords being longer than her arms: it's physically impossible to draw a sword/scabbard combo like that when it's attached to your hip.

Nope. Still doable, I've done it with a Nodachi (about 1.5m long blade) where the saya was actually tied to my hip. It did involve blade grabbing though, so it's no fun, but doable. Aside, it doesn't seem like the blades are attached at the hip here, it seems like she's holding the Saya(s) with her off hand. Perfectly doable with the method I described in the previous post.
Maybe the scabbards have a slit on them, so you just have to pull the sword halfway out and then "twist" it out. I can't explain it very well due to my lack of english skills, but compare it to Hakumen's scabbard from BlazBlue.
