Original Reisen is a deserter from the lunar army. New Reisen was renamed by the Watatsuki sisters in SSIB to be her replacement. They never actually meet as I recall, but they exist simultaneously with no problem.

Dream, this has to be Reisen's dream. And just so you know, I'm good at guessing how the plot would go. Have confirmed that many times in both doujins and official manga.
