It's hard to say. The Pixiv tagging has both "Frenda Seivelun" and "Fremea Seivelun". My guess is that it might be Frenda cosplaying as her little sister, but I'm not going to touch the tags unless I'm sure.

The title of the picture says Fremea Seivelun. The pixiv tags do have both names, but I'd be inclined to go with the pixiv title when considering tags here.
