Hmm, I always figured it was a "mad eye", something that often denotes a character as insane, being that she already looks unstable more than she usually does, but, since you said something, if one looks closely, it looks kinda, at some point, have skin around it (the area around it looks more or less like her eye socket), as it is safe to assume Flan hurt herself.
