And that's just without attaching any lock seeds to it or to the Musou Saber. Even more is that it's just Kachidoki debut (which generally means there's more to come). And even more is how the upcoming Kiwami arms are gonna be like.

And everyone said Decade was OP. Screw that, the VERY definition of OP is getting powered-up (not counting form changes/alternate power like Wizard or getting new Switches) at least twice in less than 10 episode.
I wouldn't say the (Fruit) Raiment (or whatever you would call it with all the different translations around) really counts as a full upgrade. It didn't get any unique weapons and is basically just a bunch of recolors of the same suit.
What it was really doing was just allowing Gaim to keep up with the new Riders, who were objectively stronger than him in every way with just the Sengoku Driver. Micchy didn't need to, as he's working for them (sort of), and I imagine Kaito is on the way to finding his own, unique upgrade that will be on par with this one or Gaim's final one.
In short, I would say the previous "upgrade" was less like the usual upgrade in that it wasn't so much being used to make Gaim stronger as much as it was making him able to simply keep up with the drastically stronger new enemies who had appeared before him.
On the other hand, Kachidoki is more like the standard upgrades we're used to seeing - akin to FangJoker, for example. To compare to OOO, the regular lock seeds might be seen as the mismatched combos of OOO, the Jinba/Raiment ones would be the basic full combos, Kachidoki would be TaJaDor, and his last form would be PuToTyra.
I'm also not sure if we can fully judge how broken this is or isn't yet. New forms usually get huge appearances with bigger budgets put into them than normal, for one thing. A new form's intro is never, ever a good judge of how strong it is - they want to make it look as cool as possible so all the kids will run out and buy the related toys as soon as the episode ends.
What's more, sure, he was getting shot at like crazy, but keep a few things in mind: He was getting shot at by the weakest characters in the show, and it's entirely likely their bullets/blasts/whatever just weren't that strong. They could have bounced right off his armor (frankly, the same is true for Wizard Infinity, which I would argue as being much more broken than this - his whole schtick is his armor and speed after all).
To that end, sure, the gun is powerful, but the hoverbikes have been established to be super flimsy. We've had a ton of episodes of them getting shot down already - the scene this time even opened with one of Gaim's being shot down. The blasts didn't make a single one of the Kurokage troopers transform back, meaning the damage inflicted to them (even if he wasn't aiming at them) clearly wasn't much - they were all able to leave relatively quickly.
And what happens when they do?
Zangetsu Shin shows up and, honestly, kicks Gaim's butt. He was clearly winning that fight and even shoved Gaim off the building.
If Gaim's new form is so broken, why did he need to retreat like that? Why wasn't he total demolishing Zangetsu? Heck, unless the we form is going to be shown having drawbacks next week, why are they promoting his using Peach and Melon with his belt when he has this much better form now?
Well, that's probably to sell toys and because going right to the best form kills dramatic tension, but still. The form is clearly not breaking anything yet.
On the other hand, his fruit salad form? Access to weapons of all lock seeds? That has the potential to be a BIT broken. Not as broken as Wizard Infinity or Fourze Cosmic, but it's up there.
