How do we spelling 丹陽? Because there is two spelling version (Tan Yang or Tang Yan) and this is story about after Yukikaze transferred to the Republic of China.
Just to clarify, I'm not sure how the spelling "Tang Yan" came to be, but 丹 has never been pronounced with a back nasal (-ng) or any of its approximants (-ou), in old/classical Chinese, modern Mandarin, (IIRC) any of the dialects, or even in Japanese, Korean, and Vietnamese. It's consistently pronounced with a front (alveolar-to-dental) nasal (-n), even across all the different languages.
丹陽 would be romanized as Tan Yang under Wade-Giles (de-facto standard in the ROC).
