Could be, but I wouldn't be so sure that there isn't an actual artwork he's parodying. There's some clues: Clownpiece stands in a stance very often taken by the Fool (or the Joker) on Tarot cards. Second is the arcadian landscape in the background.
A third is the deeper meaning in the image, namely that the King (or Queen) of Fools (Cirno) has been overthrown and there's a new boss in town, Clownpiece. The Joker, in the form of an ancient statue in the arcadian background, is approving.
The three fairies pulling the donkey, or at least two of them, shows gestures somewhat resembling the three monkeys that neither hears, sees or tells no evil.
