Historical reasons, at the dawn of association football all the "countries" within UK had their own football associations and then decided just to roll with it.
Even in the "International Football Association Board", which determines the laws of the game, they are separate members and FIFA is just one of the members.

I remember my Mom talked about how in the 70s or 80s, it was Belgium versus the Soviet Union in a football match and Belgium was slated to lose. The French Announcer began with the banter that Belgium should just quit and go home, but when Belgium managed to block the Soviet Union and then score in overtime (again this is hazy), even the announcer was ecstatic. For the next week, there were flags raised outside the people's homes in Belgium.

I never had my hopes up this time around so I didn't bother to watch the news right away, so it was next morning that I got to know the results. What can I say? Such is football, and such is sports. You can't let your guard down 'til the very last moment. This should be a nice wake-up call to any team who's thinking they have a free pass to next round just because their opponent "looks feeble".

England lost 1-0, to one of the tournament favorites, while resting most of their starters, after already having secured advancement to the knockout stages and looking much better than Germany did at any point outside of the late second half against Sweden.
