Originally she's saying "Victory may not be achieved through strength alone", but the sentence may also be interpreted as "Victorious (the ship) may not be gotten through strength alone", using a direct kanji translation (as opposed to kana transliteration) of her name and changing it up a bit (because 'the victorious one' doesn't sound as good as 'victory' in Japanese).
JP players may also be familiar with her Chinese name (where it is straight up 胜利, 'victory') and the way she name-drops the word 'victory' throughout her lines again and again.
Ishiyumi also has a habit of making (awful Dad-joke-level) puns based on the literal meaning of the ship names, like in post #3287243 and post #3286711.
